Can a Mexican go through a US airport if thier final destination is elsewhere?

I am stationed in Okinawa, Japan. My fiancee lives in Mexico. I want to get her a plane ticket to come out and see me, and the better deals p through LAX or SFO. I don't know, however, if this will pose problems. Please provide references with any answers, just to provide her with piece of mind. Please and thank you!
